Clarification: Transport Canada’s Position on Low-Speed Vehicles
Thank you for the overwhelming support many of you have shown by writing to Transport Canada and voicing your concern over the proposed revision to the definition of low-speed vehicles in Canada.
Several responses have been received however, questioning ZENN Motor Company’s interpretation of the proposed revision. That is to say, does it really mean that Transport Canada wishes to prevent the ZENN, and other LSVs from operating in mixed-use environments?
The following excerpt from the Canada Gazette published on December 22, 2007 under the ‘Consultation’ heading clearly articulates Transport Canada’s position that LSVs should not be operated in mixed use environments.
"... During consultations, companies and associations promoting LSV noted concern with the portion of the proposed definition that clarifies the intended use of LSV. THESE COMPANIES AND ASSOCIATIONS SUGGEST THAT THEY WOULD LIKE TO SEE THE LSV AVAILABLE AS COMMUTER VEHICLES SHARING THE ROADS WITH OTHER CLASSES OF VEHICLES. NEITHER THE GOVERNMENT OF CANADA NOR THE PROVINCES AND TERRITORIES THAT HAVE COMMENTED SHARE THIS POINT OF VIEW. GIVEN THE FACT THAT LSV HAVE NO SAFETY PERFORMANCE REQUIREMENTS, OCCUPANT SAFETY WOULD BE COMPROMISED IF THEY WERE TO TRAVEL IN MIXED TRAFFIC WITH OTHER FULL-SIZE PASSENGER VEHICLES..."

Studies: Biofuels worsen greenhouse gases
WASHINGTON (UPI) -- A pair of new studies conclude the production of plant-based biofuels poses its own risk of greenhouse gas emissions. The research published in the journal Science concluded that converting forests into cropland worldwide would eliminate a significant amount of carbon absorption and offset much of the positive effects of biofuels. The conclusions are based on the idea that forests and even scrub brush absorb far more carbon than do agricultural crops such as corn and soybeans. "When you take this into account, most of the biofuel that people are using or planning to use would probably increase greenhouse gases substantially," Princeton's Timothy Searchinger, a lead author of one of the studies, told The New York Times. "Previously there's been an accounting error: land use change has been left out of prior analysis." The research could have political implications if it throws a wrench into U.S. strategy of developing biofuels as a cleaner-burning alternative to gasoline. The Times said a group of prominent climate scientists sent a letter Friday to President George W. Bush and House Speaker Nancy Pelosi, D-Calif., urging changes in U.S. biofuel policy.

Transport Canada is trying to ban the ZENN and other Low Speed Vehicles from public roads!
On December 22, 2007, only 50 days after granting the ZENN the National Safety Mark (clearing the way for ZENN to sell in the provinces that enact low-speed vehicle legislation) Transport Canada announced plans to REVISE THE DEFINITION OF LOW-SPEED VEHICLES.
The (paraphrased) existing Low-Speed Vehicle (LSV) definition is as follows:
“Low Speed Vehicles are designed for on road use, have a regulated top speed of 40 KPH and are restricted to roads with a posted speed limit of 50KPH.”
This type of vehicle is legal in more than 40 of the 50 States and throughout Europe, Asia and South America in mixed-use environments and has an exemplary safety record when operated in its defined operating environments!
The proposed revision to definition of Low-Speed Vehicles (LSVs) is as follows:
“low-speed vehicle” means a vehicle, other than a restricted-use motorcycle or a vehicle imported temporarily for special purposes, that is designed for use primarily on streets and roads where access and the use of other classes of vehicles are controlled by law or agreement”
There are other recommendations, including the addition of small trucks to the definition and improvements for increased visibility of LSVs that ZENN Motor Company agrees are reasonable and we support.

What does this mean?
Essentially, the ZENN would be UNABLE to operate on 50 KPH and slower public roads such as downtown Victoria, Vancouver, Montreal and Toronto. The ZENN, and vehicles like it would be forced to only operate on closed, private roads such as parks, university campuses and military bases.
What are the consequences to such a revision?
§ The ZENN, and green vehicles like it will not enter the Canadian market
§ Consumer choice for alternative, zero emission green vehicles will remain limited to bicycles
§ Those provinces who wish to promote alternative forms of transportation (such as a Low-Speed Vehicle) will have to legislate in direct opposition to Transport Canada’s revised definition of limited on road use

COMSUMER ALERT: Phthalates In Shampoos Put Babies At Risk
LOS ANGELES (UPI) -- A U.S. study said many baby powders, lotions and shampoos expose infants to high levels of hormone-altering chemicals. The report by University of Washington researchers, published in the journal Pediatrics, said infants exposed to those products had markedly increased levels of phthalates in their urine. Animal and human studies have linked phthalates to reduced male reproductive function. The researchers tested phthalate levels in 163 infants born between 2000 and 2005 and found 81 percent had detectable levels of phthalate in their urine. The report said the highest levels were found in young infants who may be more vulnerable to developmental and reproductive toxicity of the chemicals. The Campaign for Safe Cosmetics said a 2002 study found phthalates in more than 70 percent of products tested, including shampoo, deodorant and perfume. The chemicals were not listed on labels, the group said Monday in a release. The European Union bans some phthalates from cosmetics and toys. California has banned the chemicals from baby toys.
